struts validator Plug-in

i would like to use struts validation.xml in order to achieve client-side validation.the problem is that when i write
<plug-in className="org.apache.struts.validator.ValidatorPlugIn">
<set-property property="pathnames"
value="/WEB-INF/validator-rules.xml,/WEB-INF/validation.xml"/>
</plug-in>

in struts-config.xml,i receive this error:
HTTP Status 404 - Servlet action is not available
type Status report
message Servlet action is not available
description The requested resource (Servlet action is not available) is not available.

Does anyone know why this is happening?

You are probably missing the validator-rules.xml, validation.xml files under WEB-INF/
