XSL FO Basic link

Hi All,
I have a requirement of embedding URL in XSLT Transformation, am using XSL FO to do so.
My input is XML + XSLT and output will be PDF.

For ex
<fo:basic-link external-destination="url('{$urlValue}')">
<xsl:value-of select="@urlDisplay"/>
</fo:basic-link>

if urlValue=http://<domain>/portal?param1=v1 it works

if urlValue=http://<domain>/portal?param1=v1&param2=v2 then it doesn't work.

I tired with giving "&" as "&" and "&" both doesn't work.

Please help.
