android action_call intent

Hi
I am trying my hand on a simple application that I want triggered when the user dials a number .My activity has an intent ACTION_CALL and hence should be presented to the user to choose at runtime. I am trying this in the emulator and nothing is displayed it says mobile network is not available
Any help appreciated.

I think I got it wrong this is from the api.
public static final String ACTION_CALL

Activity Action: Perform a call to someone specified by the data.


What I want to do is allow the user to route his call through my app i.e similar to what happens with skype when you download it on the android.
How do I do that

How are you specifying that your app can handle that kind of intent? Post the relevant excerpt from the AndroidManifest.xml file.

I am learning how to program in android and was trying a simple implicit intent example i.e call a number and wanted to see if my app would be invoked
