Can I answer a question of the Essay by refering back to a chapter of the Assignment.?
This because all architectural choices and decisions, as part of the assignment, were based on reasoning.
Repeating the reasoning would only result in a copy of the answers that are already part of the assignment.

No. The point of part 3 is to prove you did the assignment. You need to repeat/paraphrase from the testing center's proctored environment so they know it is *you* that know it.
