Very rarely is there a single "best" of anything, and certainly there's no such thing amongst Java frameworks, whatever they do. Having said that, Struts 1 is dead, and Struts 2 won't ever be as dominant. So unless you have a compelling reason to spend time learning either, I advise not to do so.

You "should" learn one you can use, because there are too many to pick a random one and hope you can make use of it. That obviously depends on what is used in the company you work for (or will be working for). Doing a bit of research (like reading job ads and analyzing web sites) to find out what gets used in the kind of companies you're interested in should be valuable.
