Frame Movement

I have a frameset as follows:

<frameset rows="95,*,20" noresize="true" border="0" scrolling="no" framespacing="0" onLoad="funLoadLoginDetails(); " onUnload="funcLogout();" >
<frame name="HeaderFrame" src="headerFrame.php" frameborder= "0" noresize="false" scrolling="no" />
<frameset COLS="20%,80%" border="0" noresize="false">
<frame name="SectorFrame" src="monitorLoader.php" frameborder= "0" noresize="true" scrolling="no" />
<frame name="MainDataFrame" src="mainDataFrame.php" frameborder= "0" noresize="false" scrolling="no" onLoad="initLdMonDesc();"/>

Based on my menu option "sectorFrame" will be loaded with the corresponding page in 20% column area.

function loadSectorFrame(menu) {
if(menu == "Commands")
{ top.SectorFrame.location.href= "commandLoader.php";}
else if (menu == "Monitor" ){
top.SectorFrame.location.href= "monitorLoader.php";

The problem is if i select the components of the "commandLoader.php" and drag then the page is moving. however the same is not happening for "MonitorLoader.php"
Can any please help me out.
