while using tomcat we need to create WEB.XML by typing it manually ??
i am asking this because i am not using tomcat currently

web.xml, not WEB.XML.

And, yes, unless you can get some IDE to generate it for you. (Not recommended, setting it up by hand will help you learn about its contents.)
