Need help tuning a sql statement (SOLVED)

Hey there,

So I have the following SELECT:

I have need of some new data, so I have added the following to get what I need out of it:

Basically that last line is all that matters i think. Is there a way to make that all boolean (AND, OR), rather than needing to use NVL? I am sure it is possible, I just have not figured out how.
