Tomcat's Monitoring Service not throwing a Thread Dump?

Was handed a server that was already configured, and attempting to generate a Thread Dump within the stdout.log file. I launch the Monitor Service from a command prompt

tomcat5w //MS//Tomcat5

I right click the icon in the sys tray, no errors. I checked the stdout log and there's no Thread Dump.

Ideas? Suggestions?
