war file, tomcat and sun deployer tool

while using tomcat as a server no war file created, but when i was using sun deployer tool war file created
by both tomcat and sun tool i have rum my application success fully , but some questions arise in mind

what actual war file is ?

when it becomes necessary ?

or my observation is wrong ?
