I am using al ocal web server - IIS on Windows XP. I uploaded an html file and applet to the web server, tested, fine.

Then I updated the applet with a new method and the old applet seems to always be downloaded. I cleared my cache in my web browser. Is there anything else I can do (bar a reboot) to refresh?

I agree. Here's the link: http://ej-technologies/jprofiler - if it wasn't for jprofiler, we would need to run our stuff on 16 servers instead of 3.
