i'm unable to create new topic , the view of javaranch is blizzard!

Seems like you created this new topic just fine!

All the colors and styles are defined in CSS files; either somehow you've found yourself behind a firewall that's blocking CSS, or perhaps the cache on your machine (or a proxy or firewall you're going through) contains a bad version of our CSS file. I'd start by completely clearing your browser cache.

i created this new topic through chrome , and have cleared complete cache and disabled firewall still the same old above thing follows!!

It works fine for me. When is the last time it worked for you?

Also, can you try loading the css file manually to see if it is blocked somehow?

Do you have the Web Developer plugin for Firefox installed? And if so, have you disabled CSS and/or images?
