Maximum number of threads for a servlet

I would like to know the way to specify maximum number of threads which the container is allowed to create for a particular servlet.
I know it can be done using configuration in the tomcat configuration file(server.xml I guess). I wanted to know if there is a container independent way of specifying the same.
