Apple ID and card info

When I got the mac, I had created my Apple ID. It used to work before. I downloaded some free apps for my friend.
Today, I tried to download another free app and it started asking me for my card info.
What gives?

I'm not sure -- my Apple ID is tied to my iTunes account so they've had my card # since the most recent Ice Age -- but I think they ask for a card # for all "purchases" free or not. I think Jeanne ran into this as well. SO hard to code those complicated "if" statements...

Um whats an in-app purchase? I was trying to download fring which is marked as free.
