Submit data only if changes happened

I'm submitting my form data containing some rows and two columns. Anytime, user can open the page, edit the information and submit. I'm using ActionForm wherein I'm having two arrays to hold two column values. But the problem is every time user submits the page, ActionForm is populated with all the data. But I want the Form to be populated only the rows which user modifies. I know this how to do using javascript. But I'm just curious to know whether Struts provides this kind of feature to handle directly.
