Y do i need to use a dynaactionform and when do i have to use it.

It eliminates writing java file for a Action Form.

The answer to this question is that you don't need to use them ever.

I don't like DynaActionForms and seldom use them. I find that it is generally better to write a subclass of ActionForm.
