JRE required for viewing a window on HTML page

An HTML page consists of HTML tags, which are readable by browser.

Why do I require JRE installed on computer to view a component window on a website ? I can give example of www.capitalmarket.com , where n the top right hand corner, a window is located which contains latest news. If JRE is not installed on computer, this window will not display updates.

So what is the tag on page, which can display updates on the page ? How does this tag display updates ? Why does it need JRE ?
