How to test web services on the server?

Locally, when I go to

1) Deployments
2) Click on a web service
3) Click on Testing tab
4) Collapse the web service, I see two entries under Test Point column

a) ?WSDL
b) Test Client

But on the server, I only see 1 entry (?WSDL) under Test Point.

How come I don't have Test Client option on the server and how do I get it to appear?

I'm using WLS 10.3.2
