Hi,
I want to develop a product that contains following
1) Frames
2)uploading a XML file
3) validating the XML parsers based on the parameters.
Please suggest me,which tools aer best.

Struts is an implementation of the Front Controller Pattern. It has llittle or nothing to do with frames or examining XML. Uploading a file to Struts is covered in the Struts Documentation.
