It depends on whether you expect it to be used on mobile phones or not, and it depends on whether you care whether mobile phone users have a good web experience with your application. I wouldn't assume it would be "ok".
It's perfectly legitimate to say "Sorry, we don't expect our application to be usable on a mobile phone" if that's one of your design criteria.
