struts.action.excludePattern not working in Struts2.1.8.1

Hi ,
I generated 2 web-services on my struts-2 application . I configured "struts.action.excludePattern" constant for service invocation . Problem is i am able to invoke only one service , other is not working and saying that "There is no Action mapped for namespace / and action name XXXXXXXXXXXXXXX. "
Hence "struts.action.excludePattern" is not working properly . Please help me on this .
