table code - td inside td how ?

hi,
I have a table where each cell contains two tables (sound interesting :) )

<td> 
    <table1> -- any number of  rows 
    <tr>  -- always 1 row
<td> 

Now the problem is table1 should always be on top side of cell and <tr> should always be bottom side of cell how to achieve this ?

table1 can have 3,4,5 or any number of rows and there should always be some gap visible on cell after table 1 complete.
