Upgrading to Latest Struts 2 version

Currently I am using struts 2 version 2.0.9 on Weblogic 9.2 application server for my project.
I want to upgrade to latest stable version of Struts2. Please tell me the pros and cons of it and how will affect my project?

I went ahead with upgrading the struts 2 version but getting following error while starting the Weblogic 9.2 server

Are you connected to the internet? Usually this problem is caused by the XML parser not being able to look up the DTD of the configuration file. Either connect to the 'net or download the config file DTD and place it in your web application's WEB-INF file.
