text area character limit code without trimming

I find a several websites that show the javascript code snippets for textarea maximum length setting.



This code will trim the string and will have another field updating the field count,say 150 characters entered.

Can I get the JavaScript code for stopping the text entered once the maximum limit has already reached?
Also,HTML 5.0 has maxlength and does not support IE.HTML 4.01 does not have maxlength and supports IE.
