<login-config> tag not working for Tomcat server

In the below mentioned DD, I had added the <login-config> and invoked the jsp page. While the page comes up, the Tomcat server doesn't prompt for user name and password. I have pasted tomcat-user.xml at the bottom for reference. Would you please let me know what went wrong?

Do not you need to add the constraint?

I am trying to only authentication. I am not trying to use that for authorization. Can't I do that?

Based on my experiement, authentication and authorization works only together. Authentication can't be enabled seperately.
