How to create an application.xml file with Classloader mode : PARENT_LAST ?

The application.xml generated for my application Deployment->Classloader mode: PARENT_FIRST.
why is it taking as PARENT_FIRST ?
If I want to change it, how can I make a change so that everytime my application.xml is generated , the classloader is set to PARENT_LAST instead ?
