Jeff has already registered several years ago, he just became active again a short while ago. In that time he's been quite helpful (as have you been), not only in Beginning Java but several other forums as well. As for the selection process, as far as I know it's random with a few selection criteria to prevent people from posting nonsense just to get the books. His chances of winning the book were not much different from yours or mine.
