Struts + Velocity

Soon to be working on a project with legacy code that was developed using struts 1.1 and Velocity 1.3. The code is going to be re-engineered, possibly with either struts 1.3 or jsf.

Assuming we take the struts route, can we replace all the Velocity
code with JSTL? I'm under the impression that Velocity was introduced
as a precursor to JSTL when JSPs were still in their infancy. Am I
correct in assuming that Velocity and JSTL perform pretty much the same
