Losing cookie value

I'm developing a JSP/PHP integrated web application. On both sides, I am using a layout template class to render the site's layout. The problem I'm having is that I've got top naviation and side navigation that need to maintain state (i.e. highlight the section currently being viewed). I'm attempting to use a cookie to do so, and it seems that the PHP side recognizes the cookie set on the JSP side and can modify the value, but the cookie on the JSP side does not retain any values set by the PHP side. Does anyone have any ideas what may be going on? Thanks in advance.
