In .jsp files, where there is an AJAX code, sometimes this below specified code is added. is there any reason for that? or what is the purpose of this staticJavascript being true?

That code is used for Struts client-side validation. See this link for more info: http://struts.apache.org/1.1/userGuide/struts-html.html#javascript
