Java Cryptography Extension (JCE) change policy at runtime.

Hello everyone.
I got a question regarding the change of the JCE policy at runtime.

I need to encrypt some data in my Fat-Client Application.
If I want to encrypt them with jasypt i got the exception telling me, I need to install the unlimited strenght files.
Problem is: I must not change the jvm on the pc which my application is running on.

Is there any way to make it work without installing them in the jvm?

Ps: Legal restrictions in my country are not a problem.
