Role based access control

I am developing a stand alone application with oracle at the back end and java swings on front end. I need to implement role based access control (RBAC) and not sure how should I do that. There are a few frameworks for web applications but I am want to implement something for stand alone application.
Also I need to be able to add roles dynamically. Can anyone suggest how can I achieve this. Thanks a lot

In our project we developed a custom application named "Security Manager" in Java Swing, that contained three tabs to configure applications, roles and users. Applications were mapped against a set of roles and the roles against the configured users.

It was a simple custom Swing application. But I am not aware of any pluggable role access tool available for a desktop application.
