What's wrong with my Tomcat 7 SSI setup?

I have not been able to get SSI working: nothing happens. Here's what I have:


Now I want to set up the privileged bit, but I could not make much sense of the docs on this point. As far as I could tell, they said the simplest thing to do is add a privileged attribute to the Context element in /conf/context.xml. So I did:

I get no exception when starting Tomcat, no error message in my page, and no exception in the log. Nothing happens at all. What am I doing wrong?
 
Don't get me started about those stupid light bulbs.
