I remember watching one of the Cringely films where he interviewed Jobs, and it was clear that Jobs was referring to Apple (and thus himself) doing the stealing of the work done at Xerox PARC, whereas Microsoft was doing the copying of Apple's work.

I think the actual quote was closer to: ""good artists copy but great artists steal"
It means that every artist's view is informed by what goes on before.
West Side Story was stolen from Romeo and Juliet.
