Are there any sorts of plugins available for REST ?
Can this architecture be applied to other frameworks like Struts?

There are a number of Rails plugins that support RESTful development. Some popular ones include make_resourceful and resource_controller, which take a lot of the repeated work out of building RESTful controllers.

The principles of REST can be applied to any web framework, though you might have to do some work to get past the easy stuff (in particular, handling unsupported verbs like PUT and DELETE)
