As with everything, there are legitimate / genuine stuff out there. And there are scam stuff out there. Don't know or have any numbers, except to say that "work at home" scams are pretty common. So, be careful...

Do you mean freelance programming? The two most popular sites would be vWorkers and e-Lance. I have never used them so I suggest you read a few blog posts on peoples experiences with those sites.
