ActionError Constructor undefined

I've a legacy application written using struts 1.1. The app is currently running in production without any problem. I'm trying to create a workspace locally and I use RAD 6 IDE.
Strangely, I'm getting ActionError undefined constructor error. I know this method is depricated but I've downloaded struts 1.1 and added the jars to the library. The import statement is looking good. The struts 1.1 doc has ActionError(java.lang.String key, java.lang.Object value0) constructor defined. I don't understand why my IDE throws that error. The compiler compliance is Java 1.4.

Any tip to fix would be greatly appreciated. Thanks.

This should not be a problem with your compiler or IDE when you say "The import statement is looking good" (I am implying that there is no compilation error for import, Correct me if I am wrong here). May be you might have some other version of struts library as well in your build path and your import is picking that one. Try removing your 1.1 library and see if the import is still "looking good".
I think so because in later version of struts 1.x there is no such constructor but the same class file is available.
