setLastModified( long ) method returns false, why ?

i know the Behavior of the OS is like unless the process which hold the file is closed no other process can make changes to that file or resources what ever
but in my case i have closed the input and outputStream ie bufferedOS
but still setLastModified( long ) method returns false.
whats wrong here ?

        byte[] buffer = new byte[1024];
        int len = 0;
        while( ( len = inputStream.read( buffer ) ) > 0 )
        {
               bufferedOutputStream.write( buffer, 0, len);
        }
        
        
        inputStream.close();
        bufferedOutputStream.flush();
        bufferedOutputStream.close();

        if( preserveLastModified )
        {
            boolean setLastModified = destination.setLastModified( source.lastModified() );
            System.out.println(setLastModified);
        }
