Factory Homes Domain Model Query

In Factory Homes Domain Model, there is a specific entity which is not mentioned in the background or in the use cases. I tried to make sense of that entity myself but it did not fit in.

Should I drop that entity from my class model and explain it my assumptions?

I wouldn't do that. Oracle put the entity in the business model. Removing it could oversimplify things.
