Can we use REST on Grails vs Rails? Does it matter as far as technology goes?

REST as a design style is independent of any particular framework. I haven't experimented with Grails (or Groovy, for that matter), but there's nothing in principle preventing you from applying RESTful principles to it.
Consider Paul's rocket mass heater.
