Struts html:error tag returning nothing

I have a simple jsp page that uses the <html:error/> tag to display errors. However, it fails to display errors, even though I can see that there is an ActionErrors object in context with the appropriate tag: "org.apache.struts.action.ERROR"

If I run this under Websphere (thru RAD) on my own box, it works fine, but when I deploy to Websphere on the Dev box, it returns nothing. What could be the difference? I have confiremd that the same struts library is being used (1.1).

I traced the code thru on my box (where it works) and have a feel for what the code is doing, which is why I am at a loss as to why its not working once deployed.
