Unable to locate Spring NamespaceHandler

I am getting the following error..
Caused by: org.springframework.beans.factory.parsing.BeanDefinitionParsingException: Configuration problem: Unable to locate Spring NamespaceHandler for XML schema namespace [http://www.springframework.org/schema/integration] Offending resource: "/C:/JBoss_WU/jboss-as-web-7.0.2.Final/standalone/deployments/DataReplication.war/WEB-INF/lib/spring-batch-admin-manager-1.2.1.RELEASE.jar/META-INF/spring/batch/bootstrap/integration/restart-context.xml"
What exactly does this mean? I have heard it can be caused by missing JARs, but why? In my case I am sure I have Spring Integration JAR in my web-inf/lib but still I am getting it, how come?
I guess my question what does NamespaceHandler have to do with missing jars.
