Is there any idea or solution how to use HTML5 and CSS3 to create something like this?

Not CSS 3, but there is a webpage that generates HTML/CSS to do this for given text.

Their way of creating the effect is word by word. Is there any other solution other than that?

You can with Canvas and quite a bit of JavaScript. Try this:
