anybody knows how to add -Dfile.encoding=UTF-8 to tomcat catalina.bat or service.bat and exactly where i should to add it
to know tomcat uft characters

What do you expect to gain from that? Tomcat itself doesn't require it, and the webapps are expected to manage their own encoding.

thanks for answer, you are right, i wanted to set utf-8 encodig to my servlet attachment file name and i did this like this:
