Dynamically Enabling Disabling HTML Link

Is there a way for me to dynamically enable/disable HTML Link?
I have look on the html:button and html:checkbox and it has property called
"disabled" property which when properly set will totally disable the button.
I have look on the property on html:link but found no "disabled" property.
I need to have the same functionality applied to html link. Is there a way that I could implement this.

Similar scenario I go with
<logic:equal> //checking some condition(have a flag etc.,) and display with link </logic:equal> <logic:notEqual> Display without link </logic:notEqual>
