Is it difficult to migrate from Struts 1.2 to Struts 1.3.x in existing web application?

No, not really. It's mostly just a matter of replacing the jar files and updating the DTD references in the XML files. There are a few "gotchas", but for the most part Struts 1.3 is backward compatible with Struts 1.2 code.
