how do i make my java program(connection pool program) to forcefully take idle database connections from other programs?

I sure hope that's not possible. The solution would be to make all clients use a connection pool implementation that closes idle connections after some time, thereby freeing them up for other clients.
 
It is sorta covered in the JavaRanch Style Guide.
