Is it true that all the functionalities in struts logic library can be replaced with JSTL? So we don't even need to use the logic library right?

Yes, what you say is mostly true. In nearly every case, what you might want to do with the Struts logic tags can be done just as well or better with JSTL tags. However, there are a few logic tags that have no direct JSTL equivalent such as logic:messagesPresent that are worth using.
