If i create new categories and neglect to assign them to the admin group, the administator cannot see those categories in the admin control panel. this seems like relatively bad behavior. Administrators should see everything, regardless of permission settings.

Sorry, forgot to log in.

In general, it seems that the "Allow All" permission does not really work. It is not forward looking in the sense that once you set "Allow All", any categories or Forums created after the fact will not be accessible unless explicitly assigned to the group during creation.

For instance, if I have group "g1".
I create category "c1", assigning it to "g1".
I now create categor "c2", and assign it to "g2" (some other group).

I can now no longer keep "Allow All" selected in the "g1" permissions
and still be able to access "c2".

Seems to me that "Allow All" should be another role, which should be
put together (via an or) with the perm_category permission to determine

Furthermore, "admin" should be a role, which should be orred with every
permission check.

As it is now, i find the permissions highly unusable, as i have to go directly
into mysql to manage alot of this.

In fact, Allow All works only for existing data. If you add a new forum / category, and didn't set the proper permissions, you'll have to re-set permissiosn again, from the Group Permissions page.

When you're creating a new Category, there are some permissions in the page only for convenience. However, after you create it, if you want to change any permission, that should be done in the Group Permissions page

It is sorta covered in the JavaRanch Style Guide.
