Encoding problem with included template (header.htm)

All posts on different languages looks Ok,.. But I changed header.htm, just put some labels not on English and instead I see blank squares. In the same page I see messages on the same language with no problems.
I doubled che?ked header.htm, I see my labels with no problems if I just download the page and open it.
Please advise.
